World Leaders to Present Gaddafi with Exit Terms to Halt Libya “Civil War”
Italian Foreign Minister, Franco Frattini said on Friday that an international Libya contact group meeting will recognize the Benghazi-based opposition council as the representative of the Libyan people, therefore leaving Muammar Gaddafi with no option but to step down of his position.
On the sideline of the meeting held in Istanbul, Italy's Foreign Minister said that the UN Secretary General's Special Envoy to Libya, Abdul Elah al-Khatib, will be authorized to present the terms to Gaddafi to leave power.
The terms are expected to be presented in a political package, which will include a ceasefire, in order to put an end to a "civil war" taking place in the Libyan territories.
"Today, we will see the final document where the contact group recognizes the Transitional National Council (TNC) as the interlocutor representing Libyan people. So [there is] no other option but for Gaddafi to leave", Frattini told journalists at a press conference.
According to Frattini, the international Libyan contact group, made up of more than 30 world government and organizations, decided that any communication with Muammar Gaddafi shall be conducted through the UN envoy.
The group's initiative came after Gaddafi expressed that he would be willing to leave pour if he was capable of reaching a deal.
"They will decide not if Gaddafi leaves power, but how he leaves power and when. This is a matter of how and when, not if", in reference to that envoy al-Khatib would be the one to decide whether Gaddafi would be allowed to stay in Libya or leave the country.
