Suleiman Warns, Berri Blasts, Gov’t in Action

The honesty and clarity were there in the eyes of the Resistance Leader whose words crossed the hearts of the martyrs' graduate sons, assuring them that their parent's sacrifices will defeat all conspiracies.
There, where the truth has one white color, the Secretary General of Hizbullah His Eminence Sayyed Hassan Nasrallah strongly declared "we will overcome the conspiracy of the Special Tribunal for Lebanon and emerge stronger than before."
Nasrallah: Open to Dialogue, 100 Indictments Worthless
"A resistance movement that was not shaken by the most powerful air force in the region will not be shaken by (STL Prosecutor Danielle) Bellemare, (Pre-Trial Judge Daniel) Fransen, (STL President Antonio) Cassese or some mercenary writers," His Eminence assured.
"The same as the major hopes you had pinned on the July (2006) war had gone in vain, the feeble hopes you are pinning on the new conspiracy of the so-called STL will go in vain and a hundred indictments will not change a thing," Sayyed Nasrallah added via video-link during the resistance martyrs' sons' graduation ceremony.
On the internal level, Hizbullah's Secretary General welcomed President Michel Suleiman recent call for national dialogue. "We support any call for dialogue and rapprochement and we don't have any reservations over the principle (of dialogue), regardless of the topics and the agenda."
Sayyed Nasrallah noted that Hizbullah was "the first party to present its defense strategy at the national dialogue table (in 2006), and after a few days we implemented this strategy and achieved victory in the July war."
Hizbullah extended hand to dialogue didn't find a partner in the other Lebanese side.
Future Conditioned Dialogue
The Future Parliamentary bloc said in a statement after its weekly meeting headed by former Prime Minister Fouad Seniora that "in order for the dialogue to be successful, Hizbullah's arms must be the only issue on its agenda."
Adding that a deadline should be set in order for the dialogue's agreements to be implemented, the Future bloc demanded Arab League to participate at the talks.
"The opposition "March 14" has set five conditions for the resumption of dialogue: Implement the decision previously agreed on; limit discussions only to "Arms," Arab League participation, a timetable for the completion of discussions, the implementation of the necessary steps and finally a clear mechanism for launching the dialogue," "an-Nahar" Lebanese newspaper revealed.
Berri Blasts, Suleiman Warns
House Speaker Nabih Berri blasted Future bloc's stance on the national dialogue, saying "its statement implies that the dialogue has ended before it even began."
Berri's visitors quoted him as saying: "Those who want to seriously participate in the dialogue shouldn't impose conditions and have previous expectations," "as-Safir" Lebanese daily reported.
Berri slammed the call for the Arab League to participate in the dialogue.
"I am not diminishing its role and the goals it's trying to achieve," the sources said.
However, he said that "as if people requesting this, are not aware of what's going on around the Arab world, and that the League needs to launch a dialogue among its members."
Berri's visitors quoted him as saying that "the main request is that all parties meet at some point and discuss the challenges that the country is facing."
For his part, source close to Lebanese President Michel Suleiman has warned from the dangers of the opposition's rejection to meet at the national dialogue table.
"Those who are rejecting to respond to Suleiman's invitation for dialogue should bear responsibility," the source told "as -Safir".
"It would be dangerous not to respond (to the invitation) pending the parliamentary elections in 2013 because things can't wait for long," the source said.
"A middle-ground solution should be found as some politicians say dialogue is useless and others believe that it would solve all problems," he told the daily.
In reference to "March 14" demand to confine the agenda of the national dialogue to Hizbullah's arms, the source said: "Discussion about new dialogue topics is a choice that could be adopted."
"March 14" sources told "as-Safir" that ""March 8" has already made its stance and there is no reason for us to participate in the dialogue."
The sources said they wouldn't allow Suleiman and PM Najib Miqati to "waste our time."
Government's Meeting
Meanwhile, as the government's train is on the action track, the government is to hold its second meeting Wednesday to complete studying and discussing a number of multiple file titles according to the priorities, in particular the issue of protection of Lebanese maritime borders from Zionist piracy.
Speaking to reporters after chairing a session for the committee at Parliament Tuesday, MP Mohammad Qabbani said that Lebanon might have to file a complaint before the U.N. Security Council under Chapter 6 which allows the U.N. to issue non-binding resolutions, or under Chapter 7.
"We can lodge a complaint under Chapter 7saying that "Israel's" actions threaten international peace and security. Following this move, and even if "Israel" does not abide by the U.N. resolution issued under Chapter 7, large international excavating and off-shore drilling companies will no more be able to operate in an area dubbed as disputed by the U.N.," Qabbani said.
"As-Safir" reported on Wednesday that PM Mikati will reply in a calm way to all the campaigns that are targeting him, and will prove his government's determination to improve the living conditions in the country.
Makati's circles told the newspaper that "citizens will gradually witness the changes in different sectors."
Concerning the administrative appointments in state institutions, the sources told the daily they will occur according to the mechanism set by ex-PM Saad Hariri's government.
They noted that "the campaign launched against the government due to the way it dealt with the STL, reached a dead-end. So another campaign began, focusing on the sectarian issue in the appointments."
However, the sources said that days will prove that all sects will not be deprived from their rights regarding the appointments issue.
The newspaper remarked that the PM is expected to travel abroad with his family on a private visit during the weekend.
In a parallel context, ministerial sources told "al-Binaa" Lebanese newspaper that the Justice Minister Chakib Crdobawi began the preparation of an integrated vision on how to deal with the false witnesses file so it could be presented to the government at a later stage.
Aoun: US Aid Unproductive
"Change and Reform Bloc leader" MP General Michel Aoun hoped on Tuesday that the government would immediately start addressing the people's concerns.
After the weekly meeting of his bloc Aoun said that "Parliament's extraordinary sessions are aimed at keeping up with the government's functioning."
On the appointment of General Abbas Ibrahim as the head of General Security, the MP said: "I voiced my position when this issue was first brought up ... It's not important who assumes this position as long as his performance is good."
"The General Security Department will never turn into what they "March 14" had transformed it into in the past," he remarked.
On the various assaults against the security forces, he said: "This requires swift action."
Regarding the national dialogue, Aoun hoped that the issue of the false witnesses in the investigation into the assassination of former Prime Minister Rafik Hariri would be addressed at the dialogue table.
"A new authority capable of taking a decision in this matter has been formed," he stressed.
On U.S. aid to Lebanon's security forced, the MP stressed that they are "unproductive as they are limited to training programs.
"We haven't seen any weapons or ammunition from the United States," he concluded.
