Denmark unveiled a 130-million-euro [$150-million] plan to combat terror at home and abroad, after two people were shot dead in attacks in its capital Copenhagen.

The plan, mooted before the weekend shootings, would enable the intelligence services to better monitor Danes traveling abroad to fight with "ISIS", while also targeting the radicalization of prisoners in jails.

"We want to strengthen our ability to gather and analyze [information] about terror planning abroad," Prime Minister HelleThorning-Schmidt said.
He added, "We want to ensure that the intelligence service is able to monitor Danes who travel abroad to take part in extremist activities."

However, some proposals in the new package caused a social media debate as they suggest surveillance methods relatively alien to Denmark's trusting society.
While other measures in the package would empower police to confiscate passports and ban people from traveling if they suspect their motives were to engage in terrorism abroad.

Thus, nearly half the amount earmarked for the four-year plan would be spent by military intelligence, focusing mainly on activities abroad.

A total of 110 Danes had traveled to Syria to join terrorist groups, making the country the second largest source per capita of European Takfiri fighters in the Middle East, after Belgium. Many are believed to have returned home afterward.
