The Lebanese government accused "Israel" of violating UN Security Council Resolution 1701 and of forging allegations of weapons smuggling into Lebanon across the Syrian border.
Lebanon's representative at the UN, Nawwaf Salam, handed UN Secretary General Ban Ki-moon and the Security Council president a memorandum in this regard to be discussed this month.
The Lebanese protest comes ahead of Ban's quarterly report on the resolution.
The memorandum called on any state that has information on arms smuggling into Lebanon to share it with the Lebanese government.
It also noted the "Israeli" obstruction of the UNIFIL mission in South Lebanon.
"'Israel' has threatened to bomb civilian targets that are being used as a cover by militants," the memorandum said.
"In light of the final Winograd Report, which acknowledged "Israel's" intention to launch a war on Lebanon, we call on the international community to take such threats seriously," it added.
The memorandum also noted the need for Lebanese-Syrian cooperation over monitoring the northern and eastern parts of the border.
The memorandum, which did not mention Hizbullah, called on "Israel" to hand maps identifying the location of cluster bombs dropped on Lebanon during the July War to the UN.
