Vienna Talks Enter Last Phase
The world awaits a nuclear deal on Monday between Iran and the major powers who are reportedly very close to a deal after a 12-year stand-off. Lebanese newspapers touched on the expected deal and whether it will have direct impact on Lebanon and the region. Also, Lebanese dailies shed light on the latest developments in Syria and the advances of the Syrian army as well as the resistance forces in different Syrian areas, while the swap deal of Lebanese army prisoners in the hands of Daesh is still lingering.
Also bringing Lebanese newspapers together was remembering the 2006 "Israeli" aggression on Lebanon, which ended after 33 days of deadly "Israeli" attacks that were repelled and confronted by the resistance, and this coincides with the crash of an "Israeli" reconnaissance plane on Lebanese land which had its share in the papers on Monday as well.
Lebanon and Region to Benefit from N-Deal: Berri --- AS-SAFIR
As the Nuclear talk heats up and reaches its last stages, Lebanese speaker Nabih Berri expected lingering issues to be resolved consecutively in the Middle East after an agreement strikes between Iran and the P5+1 countries.
Berri told As-Safir newspaper that if a deal is concluded, Lebanon would be one of those states that would benefit quickly from the deal and see positive impact, especially that t is seen as one of the easiest of the hot issues in the region.
This, according to Berri can happen only if the Lebanese factions inside Lebanon improve their behavior towards each other.
He also pointed out that Yemen can also see the positive waves from the Viennese deal, taking into consideration that the Saudi war on Yemen is a form of pressure on all sides involved in it.
On another note, Berri said that he would call for a legislative session soon after it received the required signatures of cabinet ministers. The Lebanese parliament has been paralyzed since the term of President Michel Suleiman ended in May 2014.
The parliament can no longer wait for procrastination in the approval of several draft-laws, including the Bisri dam, which when built would bring potable water to 1.8 million people in Lebanon, he said. The Bisri dam, which takes about five to seven years to be completed, is a $612 million project financed by the World Bank and the Islamic Bank.
Military Source: Russia Might Have Downed the "Israeli" Drone --- AL-BINAA
In another context, military sources assured that the "Israeli" reconnaissance plane that crashed on Lebanese territory two days ago is designed for long-range tactical operations, as part of reconnaissance assassination drones. According to the source, such a drone was used during the 2006 "Israeli" war on Lebanon.
The source further told al-Binaa newspaper that the crash of the plane took place due to some technical problem in it, or perhaps some electronic distortion that disconnected communication between the plane and the side flying it.
One of the possibilities, according to the source, is that there has been a Russian intervention in downing the drone, especially that it crashed near the North-western borders with Syria, which means it was heading towards Tartous where the Russian base is located.
The "Israeli" spy drone had crashed in the waters off the Lebanese Mediterranean city of Tripoli, Lebanon's army reported earlier this week, releasing a video of the debris. It is the second such incident in less than a month which the "Israeli" army has so far refused to comment on.
The published photos and video revealed the surveillance drone to be largely intact with a clearly visible Jewish Star of David and Hebrew writing on it. Lebanese media reported that the army surrounded the area to pull the debris from the water and conduct initial tests, which confirmed the aerial vehicle "turned out to be an "Israeli" drone."
According to security officials, the drone was spying on the Lebanese and Syrian coastline before the crash.
Ibrahim Heads to Turkey for Talks on Swap Deal --- AL-AKHBAR
Lebanon's General Security chief Maj. Gen. Abbas Ibrahim is expected to travel to Qatar this week after it was reported that he would visit Turkey to discuss with Qatari officials the case of Lebanese servicemen taken hostage by jihadists last year.
Security sources told al-Akhbar daily published on Monday that the officials asked Ibrahim to meet them in Doha instead.
Ibrahim, who is the official Lebanese negotiator in the case of the troops and policemen, is expected to inform the Qataris that Lebanon has completed the file on the prisoner exchange which was mediated by Doha's envoy.
The deal reportedly includes the release of 16 soldiers and policemen taken by al-Qaida's al-Nusra Front from the northeastern border town of Arsal last August in return for setting free Islamists from Lebanon's notorious main prison of Roumieh.
The so-called "Islamic State" [ISIL] has also taken servicemen as hostages but the negotiations with the extremist group have reached a standstill over its crippling demands.
Ibrahim is expected to inform the Qatari officials that the Lebanese authorities have not backed off from the deal, the same sources told al-Akhbar last week. But the problem lies in the failure of the terrorists to settle on specific conditions in the prisoner exchange.
