DAILY SCOPE: Paralysis of Cabinet Rejected

Paralysis of Cabinet Rejected --- AN-NAHAR

Prime Minister Tammam Salam is expected to call for a cabinet session next week for "refusing to give up to paralysis," his sources said Friday.

The sources quoted Salam as saying that "giving in to the logic of paralysis" is not part of his "dictionary."

According to An-Nahar daily, Speaker Nabih Berri, al-Mustaqbal Movement leader ex-PM Saad Hariri and Progressive Socialist Party chief MP Walid Jumblat have backed him in calling for a session on Thursday.

On the same note, ministerial sources told al-Liwaa newspaper the session is expected to discuss the growing waste crisis and the salaries of civil servants.

Social Affairs Minister Rashid Derbas also said that the session could manage important loans and grants.

Political disputes have blocked the government from making any major decisions, including agreeing on alternative ways of dealing with the garbage crisis, which erupted when the Naameh landfill south of Beirut was closed on July 17.

Garbage has been accumulating on the streets in Beirut and Mount Lebanon for the past month and Health Minister Wael Abou Faour has said the country is on the brink of a "major health disaster" unless an immediate solution is found for the trash problem.

New Ideas for Negotiations with "ISIL", al-Nusra --- AL-LIWAA

Well-informed sources told al-Liwaa newspaper that the case of Lebanese soldiers still in custody of the al-Nusra front and "ISIL" in the Arsal outskirts will not be directly affected by the arrest of terrorist Ahmad al-Asir who was trying to flee the country in disguise last week.

According to the sources, the terrorist groups are trying to procrastinate the release of the abducted servicemen without giving any reasons for such delay.

The sources also said that the Lebanese negotiator has provided new ideas to revive the process of negotiations with these groups, yet without revealing further information in order not to affect the process.

ISIS and the Nusra Front are holding 25 Army soldiers and Internal Security Forces personnel they captured during five days of battles with the Lebanese Army in the northeastern town of Arsal. The captives are believed to be held on the outskirts of the town.

Hizbullah Urges Efforts to Protect Government --- As-Safir

Hizbullah's Loyalty to the Resistance bloc voiced its support for efforts that seek to protect the government, while urging the Future party to cease evading holding dialogue with Free Patriotic Movement chief MP Michel Aoun.

It declared that the Future Movement's stance is delaying resolving pending political disputes and creating new problems in Lebanon, such as the waste disposal crisis and the dispute over the wages of public sector employees.

"The deliberate isolation directed against the FPM by rival parties will backfire against them," stressed the Loyalty to the Resistance bloc in a statement read by MP Hassan Fadlallah on Thursday.

According to the paper, the bloc assured that "Respecting the National Pact and constitution is key to resolving the political deadlock in Lebanon."
