Lebanese newspapers on Monday discussed the different domestic issues including the waste management crisis and the presidential impasse, as it waits for the return of the Prime Minister Salam from New York might he come with a solution to the stalemate in the country. Also, papers shed light on the new developments in Syria, particularly the Russian role to be played in safeguarding the country and its army in face of the terrorist groups.

Ministerial Session to Convene Right After Salam's Arrival from NY --- AL-BINAA

Al-Binaa newspaper on Monday said there are no new developments on the governmental level, as the Lebanese official wait for the return of Prime Minister Tammam Salam to come back from New York.

According to the source, it does not seem that the performance of the cabinet is witnessing any progress, but is rather static. In this context, Minister of Information Ramzi Jreij assured to al-Binaa that the ministers have not received an official call for a ministerial session this week, but he stressed that a session will be convened as soon as Salam returns to Lebanon.

The minister called on all the ministers to attend the coming session without pre-conditions so that Lebanon can find a way out from the current crises.

To Start Waste Management Quickly --- AS-SAFIR

Agriculture Minister Akram Shohayeb told As-Safir newspaper on Monday that among the reasons on insisting to start applying the waste management plan this week, was that the amount of garbage is increasing by the day, fearing that a time might come when it would become difficult for the piles to fit in the Naameh landfill anymore.

He said that according to the plan, 70 to 75 thousand tons of wastes should be dumped in the landfill which will be closed again in 7 days, right before the process of generating energy would start.

Residents and civil society activists staged a new sit-in Sunday outside the Naameh landfill to condemn government plans to reopen the controversial facility for seven days, vowing to unveil an alternative waste management plan on Monday.

"We do not like to obstruct projects but the state's promises are untruthful," residents at the protest said in a statement, vowing an "open-ended sit-in" to prevent the reopening of the landfill "even for a single hour."

Experts have urged the government to devise a comprehensive waste management solution that would include more recycling and composting to reduce the amount of trash going into landfills.

Huge Number of Refugees Difficult Responsibility for Lebanon --- AN-NAHAR

French President Francois Hollande declared that France will put effort in providing additional help and assistance for Lebanon.

Hollande highlighted the "difficult" responsibilities Lebanon has to endure over the huge number of refugees it is harboring, reported the daily An-Nahar on Monday. He expressed his understanding over the burden it is supporting, revealing that he "will travel to Beirut in October."

On the sidelines of the United Nations General Assembly in New York, Hollande told the newspaper it is very important for Lebanon to elect a new president.

He had discussed on Sunday the presidential vacuum with Prime Minister Tammam Salam, who is also in New York. A source close to the French president told An Nahar: "European officials will exert new efforts in cooperation with Iran and Saudi Arabia in order to resolve this crisis."

The country has been without a head of state since May 2014 when the term of Michel Suleiman ended without the election of a successor.

Russia Engaging in Wide Scale Operations in Syria --- AS-SAFIR

According to expectations, Putin will not reveal the full Russian strategic military in Syria, and whether the strikes that will be carried out by Russian jet fighters will be limited to targeting ISIL terrorist groups or will extend to include all other extremist groups.

These groups, according to the source, would include Jaysh al-Fath and those groups of Turkestan and Chechnya which pose a direct threat to the Syrian army and government.

Moreover, according to sources, Putin will declare the launching of military operations, and the joining of Russian troops to the international coalition to fight terrorism with new conditions, or maybe establish a new coalition other than the existing one and that would happen in case the Americans rejected the extended Russian hand for help.

According to Western sources, Putin made the decision to engage on a wider scale in the Syrian war following a report that was handed to him by a Russian General who serves as an expert aide to the Syrian army. The report, according to the source, points out the wearing out of the Syrian army in light of the ongoing Saudi financial support and Turkish cooperation with the terrorist groups.

Furthermore, the Lebanese daily quoted the Western source as saying that in reality, the Americans are still supporting the ‘opposition coalition' and that they will foil the political process.
