DAILY SCOPE: Hollande Postpones Trip to Beirut, Refugees Crisis Discussed at UN

Eyes are focused on the General Assembly in New York, where Presidents of Major powers and Iran's President Hassan Rouhani have been discussing the Syrian crisis, assuring that Syria's al-Assad is to be part of the political solution amid American dislike to the idea.

Also, papers touched on the "Israeli" raids on al-Aqsa mosque as well as other developments on the regional level.

Hollande Postpones Trip to Beirut to Ensure Success --- AN-NAHAR

Prime Minister Tammam Salam has announced that French President Francois Hollande decided to postpone his trip to Beirut to ensure its success, said An-Nahar newspaper on Tuesday.

Hollande delayed his visit "probably to November until the circumstances that guarantee the success of the trip are available," sources told the paper.

A prominent source in the Lebanese official delegation to the UN General Assembly told the paper that the meeting of Salam and Hollande gained more importance as it was preceded by a meeting between Hollande and Iranian President Hassan Rouhani.

"Hollande has not stopped making contacts concerning the presidential issue," said Salam from New York about the vacuum at Baabda Palace.

The presidential palace has been vacant since the term of President Michel Suleiman ended in May last year.

Also, the source stressed that Salam, while discussing Lebanon with Hollande stressed four things: the continuation of French efforts to support preserving the Lebanese institutions, supporting the Lebanese army, pressing for electing a president as soon as possible and providing help in the file of Syrian refugees.

The Baabda deadlock has caused parliament's paralysis and huge differences among cabinet members on controversial issues.

A Solution to the Syrian Refugees Crisis --- AD-DIYAR

A Diplomatic source told Ad-Diyar Lebanese daily that what the Lebanese government is basically demanding in New York is finding a solution to the Syrian refugees crisis, through creating a safe zone at the Lebanese-Syrian borders.

Meanwhile, the source said the government suggests continuing its financial support for the displaced. Also, the source said among the demands on which the Lebanese delegation stressed was finding a political solution in Syria and accelerating the process.

The diplomatic source also uncovered that Lebanon might witness a solution to the presidential impasse as soon as a political solution to the Syrian crisis is put on track.
On another note, the source said there is a noticeable and outstanding European attention to Lebanon since the Syrian refugees and displaced started pouring into Europe.

Since the start of the Syria war in 2011, nearly four million Syrians have fled their country. Around two million have sought Lebanon for asylum, constituting quarter of the population.

Waste Crisis Scientific par Excellence --- AL-BINAA

Lebanese Agriculture Minister Akram Shohayeb continued his meetings with the different officials in a follow-up on the waste management plan that was approved by the cabinet. In a meeting with head of the Change and Reform Bloc MP Michel Aoun, the minister said assured that "the solution to this crisis will be an environmental-friendly and scientific solution par excellence and does not have any political or sectarian background.

The minister also assured that it is very important to start the process especially as winter is soon to arrive. The waste crisis erupted in July when Lebanon's largest landfill in Naameh was closed.

Trash began piling up on the streets of Beirut and Mount Lebanon, forcing the dumping of waste in makeshift sites and along the banks of rivers.

Assault on al-Aqsa will Lead to Uprising --- AS-SAFIR

Political analyst and commentator Suleiman al-Nabil told As-Safir newspaper that "in case the ‘Israeli' attacks on al-Aqsa mosque continue, this provocation will result in a new popular uprising in the different areas of the West Bank. And then neither ‘Israel' nor the Palestinian authority will be able to leash that intifada."

The analyst told the paper that the confrontations currently are limited; taking place between the ‘Israeli' soldiers raiding the al-Aqsa mosque and the ushers there. But he noted that in case the assault widens, then the Palestinian factions topped by Hamas will start launching rockets from the Gaza Strip onto the occupied lands by the ‘Israeli' regime.

Clashes broke out Monday morning inside the Al-Aqsa Mosque between the Zionist occupation forces who stormed the mosque and the Palestinian worshipers, specifically near the Al-Qibli mosque.

The confrontations took place after Zionist troops were deployed to the area for the Jewish Sukkot holiday and as settlers continue their acts of violence in the holy site.

Also on Sunday, clashes erupted across the compound after Israeli police stormed the holy site and fired rubber-coated steel bullets and stun grenades at Palestinian protesters.

Since September 13, Zionist forces have attacked and injured dozens of Palestinians who have held rallies against Zionist assaults on the al-Aqsa Mosque.
