Lebanese newspapers on Thursday touched on the different domestic and regional topics, with focus on the waste management crisis that is still in deadlock. Also, papers followed up on the latest developments in Syria, as the Syrian army and its supporters continue advancing in the different areas in the North.

AN-NAHAR: Salam Studying Proposals on Exporting Garbage

Lebanese Prime Minister Tammam Salam is studying a number of proposals on exporting Lebanon's waste, including transporting the waste to Syria "based on proposals made by businessmen affiliated with political parties, reported An-Nahar daily.

According to the paper, the cost of transporting the waste would range between 210 and 220 dollars per ton, while the price is lower for Syria.
The waste crisis had erupted in July when Lebanon's largest landfill in Naameh was closed. Trash began piling up on the streets of Beirut and Mount Lebanon, forcing the dumping of wastes in makeshift sites and along riverbanks.

There were reports revealing that the Prime Minister is studying an offer by a British company to resolve the crisis. The cabinet has been unable to convene because of major differences between its members on the promotion of high-ranking military officers and the decision-making mechanism that it should adopt in light of the presidential impasse.

Sources following up on the case said there is still time to resolve the problem before the country reaches a point of no return in terms of the garbage crisis, explaining that the dumps near the Rafik Hariri International Airport can take in a month's worth of trash even though it already holds more than 100,000 tons so far. There are fears the uncollected waste, coupled with the rain season, could spread diseases such as cholera among the population.

AS-SAFIR: Boycotting Parliamentary Session Would Be Suicide

Head of the National Struggle Front MP Walid Jumblat stressed that of his parliamentary bloc's MPs will attend next week's legislative session, warning that boycotting the session would be suicide, reported the Lebanese daily As-Safir on Thursday.

"The chance to hold a legislative session does not happen every day," Jumblatt noted, adding "We should seize the chance without any delay and we should stop our self-destruction."

"All sides must realize the importance of attending the meeting," he said.
Speaker Nabih Berri had called for a legislative session to be held on November 12 and 13. The parliament had last convened to address draft-laws on November 5, 2014.

AN-NAHAR: Lebanon Threatened to Being Classified as A Failed State

An-Nahar Lebanese daily on Thursday said that due to the presidential impasse and the paralysis that has hit the cabinet and institutions, Lebanon is in threat of being classified as a failed state.

A well-informed source told An-Nahar that Lebanon has to reach a decisive solution to the garbage disposal crisis and parliament has to approve a number of draft-laws in order to avoid such an ending.

On this note, the newspaper said that head of the Central Bank Riad Salameh held talks with Prime Minister Tammam Salam, and will soon hold talks with the Parliament Speaker Nabih Berri.

Media reports in recent weeks have highlighted the threat of Lebanon losing its international grants and loans due to the paralysis of the cabinet, which is linked to political bickering.

AS-SAFIR: Syrian Army Dismantles ISIL Explosive Devices in the North

A military source told As-Safir on Thursday that the Syrian army forces and the resistance forces supporting them have been monitoring the area around Khanaser in the North and have dismantled explosive devices and bombs that were implanted in the area by ISIL forces.

The source also clarified that the extremist forces have left explosive devices in different areas, and the Syrian army experts are working on dismantling them.
The Syrian army on Wednesday has recaptured the road that links between Aleppo countryside and Hama countryside.

"Our army units have gained full control of the Aleppo-Khanasser-Ithriya-Al-Salmiyeh road after eliminating a number of ISIL terrorists, and it will be open for citizens from tomorrow morning," Syrian state television said on Wednesday.
The control of Aleppo, which was used to serve as Syria's major trade hub before the crisis started in the Arab country in March 2011, has been divided between government and militants. The recapturing of the road comes days after the Syrian army liberated eight villages in Aleppo Province from terrorist groups.
