Lebanese newspapers shed light on the new session of national dialogue that will be held on Tuesday, especially as Head of the Lebanese parliament Nabih Berri waits for the answers and replies of the different political poles in the country on his initiative concerning the electoral law.

The dailies also touched on the state of alert Lebanon is witnessing, especially due to the extensive security meeting that took place in the Grand Serail to discuss the means of preserving Lebanon's stability and preventing any terrorist attacks from taking place.

AL-AKHBAR: National Dialogue on Electoral Law Set To Convene Today

The participating political factions in Lebanon are set to give a final position on the suggestion that was put forward by House Speaker Nabih Berri in May concerning the electoral laws, said al-Akhbar newspaper on Tuesday.

This, according to the paper, will take place as a national dialogue session is set to convene on Tuesday.

"Tuesday's session is one of the most important meetings in the present rounds of talks, taking into consideration the issues that will be discussed and the Speaker's position with regard to the positions of the conferees," said the newspaper.

The session is a critical one because the conferees will give their positions with regard to Berri's proposal and put in their suggestions on the new electoral law.

Last Wednesday, Berri had stressed the need to reach a new electoral law, hoping the dialogue session will "approach this issue in a positive manner."

Sources had reported that Berri's initiative will take into consideration the outcome of the municipal polls and the interests of all parties regarding their representation, which means that it will involve proportional representation.

AL-JOMHOURIA: Security, Preventing Terrorist Attacks Top Concern of Lebanon

On the security level, al-Jomhouria newspaper said that security will remain to be the top concern of the Lebanese people, due to the chaos in the country on the one hand, and the explosions, threats and rumors on terrorist attacks on the other.

The rapid developments in Syria are also a concern to the Lebanese people, said the paper, adding that the accelerating military operations imply that dramatic developments will take place on more than one level.

On this note, a major security source in the country told al-Jomhouria newspaper that "Lebanon is not isolated from the events taking place in the region," adding that "the accelerating events in Syria, Iraq, and the other Arab countries, also the takfiri threats make Lebanon more careful than ever."

Furthermore, the source pointed out that in such an atmosphere, "We can only keep Lebanon and its security under intensive care, and enhance the measures to prevent the Syrian war from reaching Lebanon especially through preventing the takfiri groups from carrying out terrorist attacks inside Lebanon."

AL-BINAA: Oil Reserves Discussed Today in Cabinet Meeting

Discussing the Lebanese maritime oil reserves that have been the case of "Israeli" violation, al-Binaa newspaper reported on Tuesday that the Head of the Lebanese Parliament Nabih Berri will put the file forth for discussion today, where he will allow all the political parties in the country to stand before their national responsibility.

According to the paper, this is a strategic and intense file for Lebanon that should be discussed, especially after it was put on the shelf for a long time due to disputes and political rifts in the country.

On this note, sources said that the committee of the oil sector has warned that Lebanon should take action very soon especially in light of the "Israeli" attempts to steal Lebanon's natural riches.

Berri had stressed on Monday that the "Israeli" government is exerting pressure on some of the international oil extraction companies so that these would not invest in the Lebanese blocks, just like it has been so adherent to its occupation of the Shebaa farms and preserving its water interests. He noted that a study shows there are shared oil reserves with "Israel", particularly in the Blocks number 8 and 9 located south.

In September 2013, Lebanon published tenders for offshore oil and gas exploration licenses in five blocks in its EEZ. Meanwhile, "Israel" claimed the southernmost license, Block 9, encroaches on the border that "Israel" claims for its EEZ.
