Anticipation Ahead of Tuesday Presidential Vote
Source: Al-Manar TV, 8-12-2007
Lebanese House Speaker Nabih Berri hopes that obstacles be removed from the road to presidential election, due next Tuesday.
Berri said that this requires all political players to "follow the right track" to reach consensus as soon as possible.
The Annahar daily quoted MP Bahij Tabbara (February 14 bloc) as saying that he had been asked, among other legal experts, to set a petition to amend the constitution (article 49) in order to elect army General Michel Suleiman. Tabbara added that the petition is now ready. The draft would be signed by 10 MPs - five from the opposition and five from the majority. The new constitutional formula would be reviewed Tuesday before the electoral session convenes. It is due to be submitted to Parliament Saturday.
For his part, the head of the Change and Reform Parliamentary bloc MP Michel Aoun dismissed "the blackmail" of those who portray his demand to have a consensus Prime Minister as obstruction to solution. He refused an "incomplete" settlement and a cover for any formula to amend the constitution without a comprehensive and fair settlement, through a clear avowal that Hariri would not assume the post of Prime Minister.
Aoun believes that he has made major concessions, the last of which is abandoning his ambition to head the state, for the benefit of General Suleiman, who has the consensus of both the opposition and the loyalty camps. General Aoun wants the loyalty bloc, namely Hariri, to make similar concessions and abandon the ambition to head the new government. Aoun had proposed that a figure from neither the opposition nor the loyalty blocs heads the government.
A Beirut Information Center poll showed that between 62 and 64% of surveyed Christians support Aoun's position as to the presidential file and consider it strengthens the Christian stance. 36% of the surveyed disagree.
MP Aoun revealed that French Foreign Minister Bernard Kouchner had earlier proposed an interim presidential term for Suleiman and asked Aoun to name a Prime Minister. Aoun told the top French diplomat that his proposal constitutes a logical solution that does not require constitutional amendment.
During his three-day visit to Beirut, Kouchner said the "integral political package" is half way to success.
