The United Nations envoy to Syria, Kofi Annan, declared Monday that Damascus agreed immediately to start pulling troops out of cities.

"The Syrians have told us they have put a plan in place for withdrawing their army units from populated zones and surrounding areas. This plan ... will be completed by April 10," Annan's spokesman Ahmad Fawzi said in Geneva.
He further stressed that "if we are able to verify this has happened on the 10th, then the clock starts ticking on the cessation of hostilities, by the opposition as well. We expect both sides to cease hostilities within 48 hours."

According to US envoy to UN Suzan Rice, the Syrian foreign minister, Walid Muallem, had written to Annan on Sunday agreeing to the new deadline.
"The Syrian military will begin immediately and by April 10 will complete the cessation of all forward deployment and use of heavy weapons and will complete its withdrawal from population centers," Muallem said in his letter.
For his part, Syria's envoy to UN, Bashar Jaafari, confirmed the April 10 date had been agreed by common accord between Annan and his government.
Al-Jaafari accused "some countries of violating the Syrian sovereignty and declaring the war on it."

"Those countries are involved in complicating the crisis... they have to assume responsibilities and commit to Annan's mission," al-Jaafari said at a press conference held in the UN.

He further emphasized that "the commitment to Annan's mission must be applied on all, including Saudi Arabia, Qatar, Turkey and all who seek to pass the Syrian sovereignty."
