Moallem from Moscow: We Started Implementing Annan’s Plan
Syrian Foreign Minister Walid Moallem announced Tuesday that "his country has started fulfilling the peace plan of the UN envoy Kofi Annan."

Moallem's declaration came during his visit to Moscow that coincides with a deadline under the Annan plan for the Syrian government and the armed opposition to announce cease fire.
"I told my Russian colleague of the steps Syria is taking to show its goodwill for the implementation of the Annan plan. We have already withdrawn military units from different Syrian provinces," Moallem said after talks with Russian Foreign Minister Sergei Lavrov.
He added that "a ceasefire should begin simultaneously with the arrival of international observers."
For his part, Lavrov said at a joint news conference with his Syrian counterpart that "Moallem had informed him that Damascus was starting to implement the key conditions of the plan concerning the withdrawal of weaponry and troops."
"An immediate cessation of fire is the number one task," Lavrov stressed calling the "Syrian colleagues to strictly implement all their obligations in accordance with the Kofi Annan plan."
He further added that "his country consistently work towards this goal (democracy in Syria) with the Syrian government without any sort of hidden agenda, wishing peace and flourishing of the Syrian nation."
On another level, UN Annan will send a letter to the Security Council Tuesday on Syria.
"Annan will be sending a letter to the Council later today," spokesperson Ahmad Fawzi told AFP.
