Free Patriotic Movement official and former Major General Issam Abu Jamra accused the pro-government party of refusing to deal with Syria in a constructive way before the establishment of Lebanon's Special Tribunal.
"This is why Arab ministers called for the improvement of Lebanese-Syrian relations," Abu Jamra told the Voice of Lebanon radio station.
He also noted that no contacts between Lebanese factions over the Arab initiative have taken place in the absence of Arab League Secretary General Amr Moussa.
"Moussa will dispatch his assistant, Ambassador Hisham Youssef, to Lebanon to make the necessary contacts," Abu Jamra said.
He also said that Arab summits do not issue decisions, but only recommendations.
"The presence of Lebanon at the summit is very important, and if a president is not elected, the Council of Ministers must commission someone to represent Lebanon at the summit," he added.
"However, sending a representative to the summit will be insignificant," he said.
