Berri: Loyalty, Opposition With 10+10+10 Formula

Speaker Nabih Berri, who arrived in Beirut from Europe on Thursday, said the return to the dialogue table hinges on favorable positions by all sides, particularly the majority.
"The issue of resuming dialogue depends on the consent of different parties, particularly the pro-government side so that we work together to salvage" Lebanon, Berri told An Nahar daily.
Berri also said that the dialogue's agenda is made up of three points: the election of Army Chief Gen. Michel Suleiman president, the formation of a national unity government and the 1960 electoral law.
The Lebanese Al-Akhbar daily quoted Berri as saying that the opposition and the Loyalty blocs have agreed on a government with 10 ministers for the opposition, another ten for the loyalty and 10 ministers for the new president of the republic.
He also said that the Arab initiative stipulates electing a new president, forming a national unity government and endorsing a new electoral law as an integral package adding that (Arab League Chief Amr) Mussa's position confirms this trend, unlike the opinion of some figures in the loyalty bloc about dividing the initiative into three independent clauses.
He told As Safir newspaper that logically the dialogue should continue after the election of a new head state and the formation of a cabinet of national unity and that the new president would head the meetings at the presidential palace.
He said dialogue among the bickering Lebanese politicians should take place before a parliament session scheduled for April 22 to elect a new head of state. "Unfortunately we'll have another postponement" if agreement wasn't reached, Berri said.
Parliament sessions to elect a successor to head of state Emile Lahoud have been postponed 17 times since September amid a standoff between the pro-government camp and the opposition.
He said "there was no going back" from decisions reached during previous national dialogue sessions. Berri also said that his invitation for talks is not aimed against the Arab initiative or to block its implementation. "I consider myself a soldier who paves the way for its (Arab initiative's) success in cooperation with Arabs," he said.
