Hizbullah's official for International Affairs Nawwaf Moussawi called for a national unity cabinet that granted each party veto powers, and developing a system based on sectarian proportional representation to be adopted by political parties.

He also called for the quick and vast decentralization of the administration.
After meeting with Norwegian Ambassador Aud Lise Norheim on Friday, Moussawi said that it was crucial to try "Israeli" war criminals since impunity has lead to more massacres, and because the lack of international legal institutions' attention to this matter highlighted the need to adopt individual measures.

Crisis and dispute in Lebanon stemmed from not implementing the basic principles of consensus democracy, he concluded.
