US President Barack Obama is incapable of bringing about real change in the US strategic policies, says Iranian President Mahmoud Ahmadinejad at a meeting with Venezuelan Foreign Minister Nicholas Maduro in Tehran on Tuesday, adding that the US is in decline and not in a strong position.

Ahmadinejad called for expanding ties between Iran and Venezuela.

Maduro noted that Caracas decided to raise the level of its ties with Tehran as well.

Foreign Minister Manouchehr Mottaki, in a separate meeting with Maduro on Tuesday said that the US, as part of its Hegemonistic plans for Latin America, has adopted illegal approaches, adding that the US strategies for Latin America are Paradoxical.

Mottaki also said that President Ahmadinejad's forthcoming visit to Caracas will open up a "new stage" in relations between both of the countries.
