Pentagon chief Chuck Hagel is ordering significant changes to the management of the US' nuclear weapons, after internal reviews concluded that the "incoherent" structure of forces means they cannot be properly managed, according to the Associated Press.

Hagel has concluded that problems in the nation's nuclear forces are rooted in a lack of investment, inattention by high-level leaders and sagging morale, senior officials said.

The two senior US war officials said that Hagel will be proposing additional investment of between $1 billion and $10 billion dollars and appointing more senior military officers to key posts.

US nuclear forces have been rocked by a series of scandals in recent months. The reviews came in the aftermath of a cheating scandal on a proficiency test for airmen who oversee intercontinental ballistic missiles and the sacking of some senior officers for personal misconduct, including the head of the ICBM force.

Most of the problems have been centered on the land-based missiles maintained by US Air Force crews, though the Navy also had a cheating scandal among sailors who work on submarines armed with nuclear missiles.

Meanwhile, Air Force commanders and top civilian officials have acknowledged the nuclear mission has suffered from low morale since the end of the Cold War, with service members often seeing it as a dead-end career path.

After announcing his plan, Hagel is due to travel to Minot Air Force Base in North Dakota, where airmen oversee intercontinental nuclear missiles and bomber aircraft.
